Homeless Veterans’ Reintegration Program (HVRP)

Connecting Veterans to Employment, Stability, and New Opportunities

The Homeless Veterans’ Reintegration Program (HVRP) helps Veterans secure meaningful employment by providing job-focused support, individualized planning, and direct connection to training and workforce services. CEO delivers HVRP in partnership with the U.S. Department of Labor’s Veterans’ Employment and Training Service (VETS) and local CareerLink offices.

Services are available to Veterans in Luzerne, Lackawanna, and Monroe Counties.

Who Qualifies?

Eligible participants must:

  • Have verifiable Veteran status
  • Have at least one day of active service
  • Have a discharge status other than dishonorable
  • Be experiencing one of the following housing situations:
    • Literally homeless
    • Living in transitional housing
    • Facing imminent eviction
    • Housed within the last 60 days
    • Actively enrolled in CEO’s SSVF Program

What You’ll Need to Enroll
  • Income verification
  • DD214 or other acceptable proof of Veteran status
    • CEO staff can assist you in obtaining your DD214 or any required documents
  • Documentation of homelessness (eviction notice, shelter certification, transitional housing letter)
  • Completion of an eligibility assessment with CEO staff

Supportive Services for Veteran Families (SSVF)

Helping Veterans and Their Families Find Stability and Housing

The Commission on Economic Opportunity (CEO) provides the Supportive Services for Veteran Families Program (SSVF) through funding from the U.S. Department of Veterans Affairs. This program is designed to help end veteran homelessness by offering case management and supportive services to low-income Veterans and their families across 15 counties in Northeast Pennsylvania.

SSVF focuses on rapid re-housing for Veterans experiencing homelessness and also offers homelessness prevention assistance for Veterans at risk of losing their housing. Program eligibility was expanded during COVID-19 to support Veterans facing financial hardship.

Eligibility Requirements

Veteran Status
An eligible Veteran is someone who served in the active military, naval, or air service and was discharged under conditions other than dishonorable.
Reservists may also qualify if they were activated during wartime or a declared State of Emergency and deployed out of state.

Income Guidelines
Household income must be at or below 50% of the Area Median Income.

Permanent Housing Status
A very low-income Veteran family is considered to be “occupying permanent housing” if they meet one of the following:

  1. Currently in permanent housing and at risk of becoming literally homeless without assistance.
  2. Literally homeless, but able to move into permanent housing within 90 days with program support.
  3. Literally homeless after leaving permanent housing within the past 90 days to seek housing that better meets their needs.
How SSVF Supports Veterans

The program works closely with the Department of Veterans Affairs, VA Medical Centers, Continuums of Care, and other local, regional, state, and federal partners to ensure Veterans receive coordinated, effective support.

Proof of Veteran status and income is required to receive financial assistance.
